Description
Montgomery County seeks a consulting firm to partner with County staff on a phased review of its classification and compensation programs across 11 job families. The work includes reviewing and updating the job evaluation system, analyzing job duties and qualifications, conducting public- and private-sector market comparisons, and developing revised job classifications, compensation structures, career progression pathways, and implementation plans. The County prioritizes Health and Human Services and Uniformed Public Safety for the initial phase. The contractor will also provide project management, regular progress reporting, stakeholder engagement, training and maintenance materials, and recommendations for staffing and operational changes. Deliverables include draft and final reports for each job family, updated classification and compensation plans, market salary survey data, and related tools and training materials. Drafts are to be provided in Microsoft Word and final versions as locked PDFs; work products must be encrypted and submitted through a secure server identified by the County.
