Description
Caldwell County is soliciting qualifications from engineering firms for services related to the Lower Cedar Valley Road Industrial Park Project. The scope of work includes a Preliminary Engineering Report (PER) to assess early site work, such as demolition, clearing, grading, erosion control, and infrastructure installation. The PER will also detail feasibility, permits, environmental considerations, cost estimates, and schedules. Following the PER, if Appalachian Regional Commission (ARC) funding is secured, the selected firm will be considered for subsequent design and construction phase services. This phase, if awarded, will be managed under the North Carolina Department of Commerce's Community Development Block Grant (CDBG) program and must adhere to federal guidelines including Davis-Bacon and Related Acts (DBRA), Build America Buy America Act (BABA), Section 3, and National Environmental Policy Act (NEPA). Services for this phase will encompass scheduling, cost estimation, infrastructure design, permitting, bid document preparation, bid process oversight, project administration/inspection, and final certification.
