Description
The National Park Service is soliciting a contractor to provide as-needed hazard tree removal services at Great Smoky Mountains National Park. The scope includes removal of hazardous trees in roadside and developed areas, emergency strainer-tree removal in a 1.5-mile Deep Creek waterway section, stump grinding, woody debris hauling and disposal, site restoration, MUTCD-compliant traffic control, and ISA-certified arborist support. The contractor must furnish all labor, supervision, equipment, tools, transportation, materials, and incidentals, including bucket trucks, chippers, cranes, grapple trucks, and related crews as required. Work must comply with applicable OSHA, ANSI Z133, ANSI A300, MUTCD, environmental, wildlife, cultural-resource, and National Park Service requirements. Standard calls require response and commencement within five business days, while Deep Creek strainer calls require response within 72 hours. Amendment 0002 confirms that all arborist requirements are included in the consolidated mobilization and per-tree CLINs, permits multiple ISA-certified arborists provided one is onsite at each active work location, requires prime-contractor experience rather than relying on subcontractor experience, and states that estimated quantities are for evaluation only and are not guaranteed. The solicitation uses a Lowest Price Technically Acceptable evaluation and requires the technical acceptability template, completed price schedule, applicable representations and certifications, subcontracting worksheet, amendment acknowledgments, and other specified submission materials.
