Description
The New Orleans Regional Transit Authority (NORTA) requires on-call removal, decontamination, transportation, and disposal of biohazardous waste, including used hypodermic needles and associated biological fluids. This service is intended to ensure the health and safety of transit riders, RTA employees, and the general public across NORTA's transit system, including bus stops, streetcar stations, and transit hubs. The vendor must provide trained and vaccinated individuals for hazardous material cleanup and needle pickup, ensuring proper disposal. Response times are critical: within 2 hours for incidents affecting transit vehicles or requiring stop closures, within 4 hours for public-facing areas that can be isolated without disrupting service, and within 24 hours for non-emergency requests. A 24-hour contact number must be maintained. The vendor must have at least one year of experience in hazardous material cleanup services and experience working with vulnerable populations. All personnel performing on-site remediation must be certified in NORTA's Roadway Worker Protection (RWP) program within six weeks of the Notice to Proceed. Disposal must be to a permitted treatment and disposal facility, with a "Medical Waste Tracking Form" or manifest provided for each pickup. Digital reports detailing the cleanup, including photos, and itemized invoices are required.
