Description
Monroe County is soliciting sealed bids for a contractor to haul sewage sludge from the county sewage treatment plant serving the former Pleasant Valley Manor facility and the Monroe County Correctional Facility. Estimated volume is 600,000 to 700,000 gallons annually, or approximately 13,000 gallons per week, with payment based on actual quantities hauled. The contractor must also haul wastewater from the headworks pump station on an as-needed basis and provide documentation identifying the volume, pickup and disposal times, and required signatures. The hauler must be licensed in Pennsylvania, dispose of sludge at a Pennsylvania Department of Environmental Protection-approved site, provide references upon request, and respond to emergency service requests within four hours. The two-year contract runs from January 1, 2027, through December 31, 2028. Bidders must quote per-gallon rates for 2027 and 2028, a total contract amount, and emergency service rates. The successful bidder must provide a 50% performance bond and acceptable liability and workers' compensation insurance within 30 days after award.
