Description
District XI Human Resource Council Inc. (HRC), a Montana nonprofit Community Action Partnership agency, is seeking a licensed certified public accounting firm to perform a financial audit for the year ending June 30, 2026, under Uniform Guidance (2 CFR 200). The audit will cover HRC, controlled entities, single-member disregarded entities, subsidiaries, federal awards, and other funds under the Board of Directors’ control. HRC reports more than $3 million in federal-award expenditures and maintains its accounting records in Abila MIP, including general ledger, payroll, human resources, accounts receivable, and accounts payable modules. The selected firm must be licensed CPAs with independent principal officers and must provide audit procedures, estimated hours, an audit approach, prior auditing experience, nonprofit experience, value-added services, organizational information, peer-review results, conflict-of-interest and independence information, staff qualifications and resumes, and required certifications. The contract is expected to be a one-year fixed-price term with options for four additional one-year periods. The draft audit report is due January 31, 2027, and 12 final audit reports are due February 15, 2027. Proposals must include two copies of the technical qualifications, two copies of pricing information, and two copies of the signed certifications.
