Description
The Judiciary seeks a community provider for Ka Ho'okele 'Opio Youth Recovery Court services for juveniles ages 12–17 referred for law violations or status offenses and their families. The scope includes family intervention therapy, averaging about 10 sessions over two to three months, and collaboration with courts, probation officers, healthcare and treatment providers, and community organizations. Services are to be delivered in the home, neighborhood, or other community locations as appropriate to family needs. The proposal must demonstrate capacity to serve youth with Fetal Alcohol Spectrum Disorders and related needs. The provider must use evidence-based, trauma-informed, culturally responsive approaches aligned with juvenile justice reform principles, and demonstrate relevant experience, staffing, service delivery, quality assurance, and evaluation capabilities. Applicants must submit a proposal application and budget, required budget forms, organization charts, a recent financial audit or qualifying financial statement review, and other specified proposal materials. The initial contract term is July 1, 2027, through June 30, 2029, with a possible two-year extension, subject to funding and performance.
