Description
This Sources Sought notice is market research, not a request for quotation or an offer to award a contract. NOAA is seeking small-business sources capable of providing vessel charter services supporting research, resource protection, and monitoring in the Papahānaumokuākea National Marine Sanctuary and Northwestern Hawaiian Islands. The draft performance work statement describes an IDIQ requirement for task orders, with an ordering period from July 1, 2027, through June 30, 2032. The contractor would provide a suitable vessel, crew, equipment, and operational support for trips of up to 30 sea days, including transit from and return to Honolulu, transportation to research locations, small-boat launch and recovery support, and vessel operations during scientific work. The vessel must accommodate 10–21 science personnel and provide berthing, meals, workspace, internet access, wet-lab and equipment storage, and other specified operational and safety capabilities. NOAA supplies the Chief Scientist and Dive Master. Interested small businesses are asked to submit a response of no more than five pages addressing company and contact details, business size and socioeconomic status, capability to meet the draft PWS requirements, relevant government-wide acquisition vehicle contracts, and a rough order-of-magnitude estimate.
