The U.S. Army Corps of Engineers is soliciting proposals for a fully serviced lease of approximately 5,300–5,800 gross rentable square feet of office and related space for Armed Forces recruiting. The space must provide 24-hour access, communications infrastructure, a secondary exterior exit, and 24-hour lighted parking for up to 12 Government vehicles, with additional privately owned vehicle parking onsite or within four blocks. The delineated area is bounded by River Street, Ward Avenue, Ala Moana Boulevard, and South Vineyard Boulevard in Honolulu, Hawaii. The lease term is four years and eleven months, with Government termination rights, and rent must include utilities, janitorial services, maintenance, operating costs, real estate taxes, and related insurance. The lessor must design and complete required tenant improvements and security enhancements, including HVAC, electrical and communications infrastructure, access control, CCTV/NVR systems, fire and life-safety features, finishes, signage, and related construction. Offers must include the initialed Government lease and general clauses, completed Proposal to Lease Space worksheet, completed Construction Specifications Bid Proposal Worksheet, applicable ownership or authorization documentation, and applicable seismic pre-award forms and supporting documentation. Selection will consider lowest overall cost and technical requirements; past performance may also be considered.
