Description
The Office for People With Developmental Disabilities (OPWDD) seeks route-based, round-trip transportation for people with developmental disabilities in its care and OPWDD staff between residences and state-operated day habilitation programs. Service is required on weekdays, excluding specified holidays and emergency closures, across six regional service areas. Bidders may submit pricing for individual programs or multiple programs; each program is evaluated separately, and multiple contracts may be awarded. Contractors must provide at least one attendant on each route, appropriately trained drivers and attendants, and vehicles suited to passenger needs, including wheelchair lifts and securement systems where required. The scope includes route planning, passenger supervision and assistance, safety and incident procedures, regulatory compliance, and required insurance. Subcontracting is prohibited without OPWDD’s prior written permission. The anticipated contract term is five years, with a stated start date subject to change. The bid requires a cost proposal; references and the Vendor Responsibility Questionnaire are required with the bid or within three business days of OPWDD’s request.
