The U.S. Navy's Norfolk Naval Shipyard is seeking six self-contained handwashing stations for rental under a firm-fixed-price contract. Each station must measure at least 51 inches wide by 48 inches high by 22 inches long, accommodate up to 600 washes, be forkliftable, include water tankage, water, hand soap, and paper towels, and require no outside utility hookups. The contractor must provide delivery, installation, onsite assistance, weekday servicing for restocking and cleaning, relocation, weather securing, repairs or replacement within 24 hours when notified, and removal at the end of the contract. Stations will be used at Pier 5 and onboard a ship at the shipyard. The base period runs from September 16, 2026, through February 16, 2027, with two one-month option periods. The opportunity is a total small-business set-aside. Offers must include the completed Technical Capability/Contractor Responsibility Certification Statement, which requires the vendor to certify each listed specification, and a technical proposal explaining how the requirements will be met. Evaluation factors are technical capability, past performance, and price.
