Description
The City of Norfolk is seeking proposals from licensed private day schools to provide educational services, speech therapy, occupational therapy, and physical therapy for children with disabilities on an as-needed basis. Eligible students are ages two through 21, inclusive of the 22nd birthday, and the City estimates that 50 to 100 students may need services each academic year. The City may award contracts to multiple schools. Services must be delivered in accordance with applicable Virginia Department of Education requirements and each student's Individualized Education Program or related service plan. Schools must provide appropriate academic, vocational, therapeutic, recreational, socialization, transition, nutrition, health, and physical-fitness services; maintain required licenses and accreditations; provide monthly participation and progress reports; and respond to service requests within three days and begin services within two weeks. Pricing must be provided for the listed private day school, extended school year, speech therapy, occupational therapy, physical therapy, staff support, and other special education services. The resulting agreement is for five years, with rates not increasing by more than two percent annually.
