Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks providers for Internet access, WAN connectivity, and standalone data transmission services for public-library locations statewide. The requirements include symmetrical, scalable bandwidth from approximately 10 Mbps to 10 Gbps for Internet access, up to 2 Gbps for WAN connectivity, guaranteed throughput, laddered pricing, and no monthly data caps or bandwidth reductions based on metered usage. Services may include installation, transition, customer-premises equipment, centralized help-desk support, on-site support, network monitoring, reporting, engineering, filtering, firewall services, disaster recovery, resiliency, and DDoS protection. The State intends to award a four-year contract with no renewals to one or more respondents, beginning July 1, 2027, contingent on E-Rate funding. The technical response requires demonstrations of statewide E-Rate and network-support experience, a connectivity and implementation plan, service-level commitments, project scheduling, requirements management, communications, status reporting, milestones, and training. Mandatory submission components include the executive summary, cost proposal, business proposal, technical proposal, attestation form, infrastructure overview, AI technical proposal questions, and reference-check forms.
