Description
The New York City Department of Social Services/Human Resources Administration is seeking qualified organizations to operate and enhance the Jobs-Plus Employment Program, a place-based initiative designed to help public housing residents increase income and financial stability. The procurement is divided into ten competition pools, or service areas, with one contract anticipated for each pool. Proposers must submit a separate, complete proposal for every pool for which they seek consideration, and the agency may award no more than two contracts to any proposer based on capacity. The anticipated initial contract term is three years, from July 1, 2027, through June 30, 2030, with one option to renew for up to three additional years. The contract includes applicable City requirements concerning public-assistance hiring, community hiring, nondiscrimination, accessibility, subcontractor reporting, insurance, and other human and client services obligations. Responses must be submitted through the PASSPort system, including acknowledgment of the RFx and completion of the Manage Responses submission, and proposers must maintain an approved HHS Prequalification Application in PASSPort.
