Description
The Port of Houston Authority is conducting a two-phase qualifications-based procurement for a design-build firm to investigate, fully design, procure, install, calibrate, test, and commission a sound masking system throughout the six-story Port Administration Building. The selected firm must develop the complete design and measurable acoustical performance criteria, provide Texas-licensed professional engineering, coordinate work in the occupied building with minimal disruption, obtain permits, furnish all equipment and materials, and support acoustical verification testing. The scope also includes design submittals, electrical and control components, record documents and as-built drawings, operations and maintenance manuals, certified test and performance reports, warranties, and training. The anticipated performance period is 150 calendar days after the Notice to Proceed, with a minimum five-year warranty. Phase One evaluates qualifications, experience, past performance, safety and environmental record, and small-business participation; up to five respondents may advance to Phase Two for additional information, interviews, ranking, and negotiation.
