Description

Peabody Municipal Light Plant is soliciting a contractor to furnish all labor, equipment, materials, supervision, permits, insurance, transportation, and disposal services required to decommission and completely remove a Pratt & Whitney FT4A9 gas turbine, Electric Machinery synchronous generator, control house, air compressor, associated wiring, controls, panels, breakers, piping, conduit, cable trays, and related structures. The work includes demolition of the control house to the top of the existing foundation, excavation and removal of liquid-fuel lines and leak-detection equipment, removal of the gas regulator, lawful disposal or recycling of debris and non-salvageable materials, and site restoration. The existing pump house, AC pump, oil circuit breaker, and foundations are excluded from removal; gas tanks near the regulator will be removed before work begins. The driveway must be repaired using infrared pavement patching after line removal. The solicitation also includes an alternate bid item for removal and transportation of a General Electric step-up transformer and GS Hevi-Duty Electric zig-zag transformer. Hazardous materials, including potential PCBs in the transformers, must be identified, tested, handled, and disposed of in accordance with applicable regulations, with required disposal documentation and hazardous-waste manifests. Addendum 9.16.26 clarifies that transformer serial number G-851206 had PCB readings of 11 ppm in 2026 and 5 ppm in 2011, attributing the increase to normal migration and sampling conditions rather than newly created PCBs. Bidders must submit lump-sum and separate component pricing and comply with prevailing-wage, safety, spill-response, environmental-compliance, permitting, insurance, and project-schedule requirements.
