Description
Onslow County is seeking a North Carolina-licensed consulting firm to provide professional air service development services for Albert J. Ellis Airport under a task-based assignment agreement for three to five years. The scope includes airport and market analysis; passenger demand and leakage studies; air service development strategies; identification of new routes, route expansions, and carrier opportunities; ongoing analysis of air service, passenger volumes, and airline performance; alternative data analysis; community support and incentive assistance; presentations and attendance at community and airline meetings; on-call services; and potential contract negotiations with existing or prospective carriers. The consultant should have experience with FAA and state aviation rules, airline network-planning personnel, commercial service regional airports, and the U.S. Department of Transportation's Small Community Air Service Development Program. Qualification packages must address firm and personnel qualifications, consultants and subconsultants, relevant past experience and references, project management and regulatory experience, airport and regional-market understanding, presentation examples, litigation and operating history, North Carolina licensing and insurance, and the required certification forms. Submittals are limited to 50 double-sided pages, excluding covers and dividers, and must use a minimum 12-point font.
