The City of Big Spring is soliciting Statements of Qualifications from qualified firms to provide Construction Manager-at-Risk services for airport capital improvement and airfield construction projects at Big Spring/McMahon-Wrinkle Airport. The scope includes preconstruction services such as constructability reviews, scheduling, cost estimating, value engineering, procurement planning, design coordination, and development of Guaranteed Maximum Price proposals. Upon City authorization, the selected CMAR will serve as general contractor and provide construction management, trade contractor and subcontractor procurement, project supervision, cost and schedule controls, inspections, safety and quality-control programs, punch-list completion, closeout, warranties, and related documentation. Anticipated projects may include airfield pavement, runway, taxiway, apron, drainage, lighting, utilities, safety, and other airport improvements. Firms must demonstrate CMAR experience, airport and active-airfield experience, FAA-funded project experience, federally funded construction experience, public-sector experience, financial capacity, and at least five comparable projects. The procurement uses a two-step selection process, with qualifications evaluated first and price and final selection evaluated for shortlisted firms.
