Description
Hillsborough County seeks a strategic consulting firm to support its employee and retiree benefits programs, with particular emphasis on self-funded medical and pharmacy plans. The scope includes actuarial analysis and forecasting; integrated medical and pharmacy claims analytics; pharmacy and PBM consulting; plan-design benchmarking; cost-management strategy; wellness and retiree-health guidance; vendor evaluation and procurement support; compliance assistance; audits and financial validation; employee communications; and implementation support. The contractor will provide ongoing analyses, reports, recommendations, and related deliverables throughout the contract term. Proposals must include an executive summary, firm and staff qualifications, at least three comparable public-sector references, a SOC 2 Type II report or equivalent assessment, a disaster recovery plan, a technical approach, completed response questionnaires, representative samples, and at least two case studies. The proposal must also include the required foreign-country-of-concern affidavit. Submission is through Euna Procurement; the solicitation states that email, paper, and other submission methods will not be accepted.
