Description
The Department of Veterans Affairs seeks a sole-source contractor to upgrade and implement the existing Avicenna Turbo Note web-based application at multiple VA sites. The scope includes programming, user-input-driven functionality improvements, a backend database, integration with VA electronic medical records, patient-data transfer, patient tracking, decision-tree recommendations, report development, testing, and installation on a production server. The contractor must provide administrative-user setup, project-team training, implementation support, error correction, and one year of post-installation support, including bug fixes, up to 25 hours of small development changes, and up to 10 hours of additional report development. The contract is firm-fixed-price with a one-year base period and three one-year option periods. The notice states that Avicenna Medical Systems, Inc. is the developer and exclusive licensee of the relevant source code and is the only known source capable of performing the work; interested parties may submit capability information solely to inform a possible competition decision.
