Description
The City of Ann Arbor seeks a consultant, nonprofit organization, or private agency to develop and support adoption of an anti-displacement plan or strategy. The work includes leading community engagement; focusing on populations most vulnerable to displacement; developing a framework to identify at-risk neighborhoods, populations, and commercial districts; inventorying existing City tools, programs, and policies related to housing stability, affordability, and displacement prevention; reviewing peer-city best practices; and identifying additional strategies, incentives, funding mechanisms, and public or private partnerships. The proposal must describe the firm's qualifications, experience with similar projects, proposed work plan and schedule, staffing, references, conflict-of-interest approach, and fee proposal. The fee proposal must be submitted separately in a sealed envelope. The main proposal may not exceed 30 sheets (60 sides), excluding required attachments and resumes, and must include the specified compliance and legal-status forms.
