Description
The City seeks a qualified insurer to provide specific and aggregate medical and prescription drug stop loss coverage for its self-funded employee benefit plans. Proposals must include three specific-deductible scenarios ($150,000, $200,000, and $250,000), a 125% aggregate corridor, and a $1,000,000 aggregate maximum for each scenario. The requested coverage basis is broad run-in/Paid-12, with no claimant-specific lasers or exclusions, No New Laser protection for the 2028 renewal, and a renewal rate cap of no more than 50%. Respondents must disclose pricing, fees, underwriting assumptions and conditions, coverage terms, exclusions, and any deviations, and provide a specimen policy and applicable endorsements. The response must include the completed Exhibit E pricing form, the City's Stop Loss Questionnaire (Exhibit A-1), responses to the coverage and underwriting requirements, a specimen policy and applicable policy materials, claims-administration and service information, financial stability and stop loss experience information, at least three comparable references using Exhibit C, and the completed Certifications and Acknowledgments (Exhibit B). The proposal must also identify any exceptions to the agreement terms. The City evaluates price, coverage and underwriting terms, claims administration and service, financial stability and experience, and past performance and references.
