Description
The California Department of Parks and Recreation is soliciting a contractor under a single prime contract to upgrade the Reservoir #3 Water Treatment Plant at Hearst San Simeon State Historic Monument. The work includes procurement and installation of six membrane filtration units with supports, a booster pump, variable-frequency drive, water-quality analyzers, air compressors, control panels, conduit, wiring, instrumentation, tubing, piping, appurtenances, and related electrical and mechanical systems. The contractor must demolish and replace specified existing equipment, trench and install potable-water piping, integrate the new equipment with the existing treatment system, and program the PLC and operator interface. A system integrator is required for the filter control panels and plant control panel modifications. The project also includes testing, startup, operator training, disinfection, and a 30-day commissioning/performance evaluation period. A mandatory job showing is required. The bid package requires a 6% Disabled Veteran Business Enterprise participation commitment and includes a 5% Small Business preference for properly certified businesses. The Project Manual was revised on September 25, 2026, to include the Notice to Contractors. The updated posting also states that the bid package may be downloaded from the event website, questions are due by 2:00 p.m. seven calendar days before bid opening, and a completed STD 811 Form must accompany the bid to claim the Small Business preference.
