Description
The City of Palo Alto is seeking proposals from qualified financial advisory firms to provide professional guidance and advisory services supporting the City's debt management, capital financing, and related strategic planning for a three-year period. The selected firm will work closely with City staff and elected officials to support fiscal planning, debt issuance and structuring, market evaluations, long-term liability management, and other public financing needs. The scope of work includes quarterly financial advisory reporting, general financial advisory and strategic planning services, debt issuance advisory support, and credit rating agency support. The City anticipates potential debt issuances for key infrastructure projects, including the Electric Grid Modernization project and the Cubberley Community Center project, though timing and structure are subject to City Council direction. Firms must be registered municipal advisors with the SEC and MSRB, have at least five years of experience providing municipal advisory services, and demonstrate knowledge of California's regulatory environment, including Proposition 13, Proposition 218, and CDIAC reporting requirements.
