Rhode Island is seeking qualified managed care organizations to operate statewide Fully Integrated Dual Eligible Special Needs Plans serving full-benefit dual-eligible individuals. The selected organizations must integrate Medicare and Medicaid benefits under a capitated, risk-bearing arrangement, including primary and acute care, behavioral health, pharmacy, durable medical equipment, long-term services and supports, home- and community-based services, care coordination, utilization management, provider-network administration, claims processing, member services, quality improvement, program integrity, and related reporting and information-system functions. Bidders must demonstrate managed care experience, financial solvency, applicable health-plan licensure, accreditation, provider-network capacity, Medicare Advantage and Medicaid operational capability, and at least three consecutive years of relevant experience serving a combined minimum of 50,000 members. The State intends to qualify at least one and no more than three organizations. The initial contract period is January 1, 2028, through December 31, 2028, with up to five additional 12-month renewals. Responses must include minimum-qualification documentation, an executive summary, business proposal, technical proposal, provider letters of intent, and a financial bidder packet, submitted as one searchable PDF with a linked table of contents and required formatting and file-naming conventions.
