Description
New York State's Office of Mental Health is seeking an established, nationally recognized LGBTQIA+-serving organization to operate a dedicated 24/7/365 crisis service for LGBTQIA+ youth and young adults through call, chat, and text. The service must provide free, confidential, culturally responsive crisis intervention, emotional support, de-escalation, safety planning, referrals, follow-up, language access, and New York-specific routing and resources. The provider must meet specified response-time and answer-rate standards and maintain protocols for high-risk, frequent, or abusive contacts. The contractor will also develop and deliver synchronous and asynchronous training and technical assistance for approximately 600 current and future New York State 988 crisis counselors. Required work includes LGBTQIA+-specific training, outreach, data collection and reporting, quality improvement, coordination with emergency and behavioral-health partners, and ongoing feedback from service recipients. The opportunity provides $1.8 million for the first fiscal year, including one-time $600,000 training funding, followed by $1.2 million annually for four years; the five-year budget must include a 15% indirect-cost cap. Proposals must be submitted through the Statewide Financial System, and eligible not-for-profit applicants must be registered and prequalified.
