Description
Otsego County Emergency Medical Services is seeking a contractor to provide end-to-end ambulance billing and collection services for approximately 2,500 emergency, non-emergency, and interfacility transports annually. The scope includes billing patients and commercial, Medicare, and Medicaid payers; claims submission, appeals, denial management, balance billing, payment processing, documentation audits, coding and medical-necessity reviews, legal-collection support, and maintenance of electronic patient billing records. The contractor must provide comprehensive monthly revenue-cycle reporting, quarterly performance reviews, secure dashboard access where possible, complete patient-record exports, implementation and data migration from the current billing vendor, HIPAA and security compliance, integrations with CAD and ePCR systems, and staff training support. Proposals must include a detailed implementation plan, pricing proposal, relevant ambulance-billing experience in New York State, three professional references, and responses to the required scope and evaluation criteria. The contract term is three years with two possible one-year extensions by mutual consent.
