Description
The Herkimer County Industrial Development Agency is soliciting proposals for professional program administration and project management services for its Downtown Revitalization Initiative Small Projects Fund. The selected consultant will support program guidelines, outreach, applications, eligibility reviews, project scopes and budgets, Project Review Committee materials, procurement and contractor documentation, environmental and historic-preservation coordination, inspections, reimbursement requests, reporting, compliance, and project closeout. The program anticipates rehabilitation of approximately four commercial or mixed-use buildings and assistance to four businesses. The consultant will work under HCIDA direction and will not have authority to approve, deny, or award grant funds. The maximum available compensation is $60,000, and the proposal must include hourly rates, estimated hours, task-level costs, reimbursable expenses, and total compensation using Attachment B. Proposals must address qualifications, relevant experience, project team, approach and work plan, schedule and capacity, references, MWBE/SDVOB information if applicable, conflict-of-interest disclosure, and addenda acknowledgment. The anticipated consultant contract will support the program through December 31, 2028, subject to amendment.
