Description
The Humboldt County Office of Education is soliciting proposals from qualified insurance carriers, benefit providers, brokers, consultants, administrators, and other qualified entities to provide employee medical, dental, and vision insurance benefits for eligible employees and dependents. Proposers may address one or more benefit categories and may propose replacement, continuation, redesign, or modification of existing programs. HCOE currently has 378 employees, 31 retirees, and 492 dependents receiving or eligible for health benefits. Medical proposals should address plan designs, benefits, provider networks, prescription drug and behavioral health coverage, telehealth, wellness and care management, enrollment and eligibility administration, claims and customer service, reporting, and implementation. Dental and vision proposals should describe covered services, networks, limitations, administration, and coverage-tier pricing. Proposals must include organizational qualifications, applicable California licenses or authorizations, subcontractor information, proposed benefit plans, implementation and transition plans, at least three references from current or recent clients of similar size and complexity, and complete pricing, including premiums, fees, commissions, implementation costs, and rate-guarantee periods. A signed confidentiality and data protection acknowledgment is required to obtain confidential employee and dependent census information. The anticipated initial agreement term is one year, commencing on or about July 1, 2027, with possible renewal or extension options.
