Description
The San Luis Obispo County Flood Control and Water Conservation District is soliciting proposals for professional civil engineering services to support the modernization of its State Water Project (SWP) subcontract framework. This includes water supply planning and management, evaluation of existing subcontract provisions, development of conceptual modernization frameworks, stakeholder engagement, and preparation of a non-binding Agreement in Principle (AIP)-level framework. The District intends to establish an on-call, task-order-based professional services agreement. The selected firm will be responsible for tasks such as project management, system assessment, conceptual framework development, validation modeling, and scenario testing. The project aims to align subcontract terms with the District's Master Contract with the California Department of Water Resources, promote flexibility, ensure cost recovery, and optimize the use of available SWP supplies.
