Description
The Contra Costa Transportation Authority is conducting a voluntary, pre-solicitation Request for Information and market-sounding process for a future Progressive Design-Build team for the I-680 Northbound Express Lane Completion Project, Phase 1. The anticipated project includes construction of a northbound express lane between SR 24 and SR 242, braided ramp improvements near the North Main Street/Lawrence Way and Treat Boulevard interchanges, and conversion of the existing northbound HOV lane between SR 242 and Arthur Road to an express lane. Work will occur on the State Highway System under live traffic and will involve coordination with Caltrans and other stakeholders, including utility, right-of-way, environmental, toll-system, traffic-management, and third-party interfaces. Respondents must submit one completed Market Sounding Questionnaire as a PDF through PlanetBids; no cover letter, statement of qualifications, resumes, project sheets, bonding letters, financial statements, brochures, presentations, or other supplemental attachments may be submitted. Part A contains mandatory pass/fail eligibility questions, while later sections solicit optional technical, commercial, procurement, risk-allocation, insurance, labor, and delivery feedback. Passing teams may be offered one optional confidential one-on-one meeting of approximately 90 minutes. This informational process will not result in an award, ranking, shortlist, or future procurement preference. A formal Progressive Design-Build RFQ is anticipated in early 2027, subject to federal approvals, Authority direction, and completion of the procurement documents.
