Description
The Cowlitz Indian Tribe is seeking a qualified election services provider to support fair, secure, and transparent Tribal elections and Tribal Council floor motions. The scope includes election planning and coordination; voter registration and verification; absentee, mail-in, and in-person ballot services; ballot design, printing, and distribution; polling-location and election-day support; trained election staff; vote counting, tabulation, certification, and post-election reporting; and support for floor and electronic votes. The provider must support hybrid integration between mail and electronic voting records, prevent duplicate voting, and provide a secure electronic voting platform with voter authentication, desktop and mobile accessibility, encryption, monitoring, offline capability if feasible, auditability, and voter-verifiable ballot tracking. Required reporting includes ballot delivery and undeliverable-ballot reports, vote and registration metrics, demographic and geographic summaries, ballot-item tabulations, and reporting for floor motions. Proposals must address the election-cycle approach, floor voting and motions, timeline, pricing, relevant and Tribal experience, at least five references, team composition if applicable, and conflicts of interest. The engagement is expected to last one year, with possible extensions for subsequent years.
