Description
Greenville County is seeking a qualified consulting firm to review and update its 2008 FEMA Disaster Debris Management Plan. The updated plan must comply with current NIMS, ICS, FEMA Public Assistance, FHWA Emergency Relief Fund, EPA, and applicable federal and state requirements, while incorporating industry best practices and lessons learned from the County’s Hurricane Helene response, during which approximately 1.05 million cubic yards of debris were managed. The scope includes evaluating eight pre-identified Temporary Debris Storage and Reduction Sites; developing debris removal zone maps; defining collection, handling, processing, reduction, recycling, final-disposal, monitoring, contractor-prequalification, private-property-removal, health-and-safety, environmental, and regulatory procedures; and addressing organizational responsibilities, mutual aid, automated monitoring, truck certification, documentation, and FEMA reimbursement. The selected consultant must provide sample public-information materials, meet with County staff, and deliver an electronic, concise, field-ready final plan. Proposals must include firm qualifications, key personnel, relevant FEMA reimbursement and monitoring experience, at least three references, and lump-sum pricing.
