Description
Greenville Water is seeking proposals from a South Carolina-licensed certified public accounting firm to audit its financial statements for fiscal years ending December 31, 2026, through December 31, 2028, with options for two additional one-year renewals. The work must comply with generally accepted auditing standards, Government Auditing Standards, applicable GASB requirements, and applicable Uniform Guidance requirements. If federal expenditures meet the applicable threshold, the auditor must perform a Single Audit, including major-program compliance testing, internal-control and compliance reporting, SEFA and Data Collection Form assistance, and required Federal Audit Clearinghouse reporting. The selected firm will assist with drafting the financial statements, ACFR, notes, supporting schedules, and compliance reports as a non-attest service while Greenville Water retains management responsibility. Services include interim and year-end fieldwork, proposed adjusting entries, draft financial statements, final ACFR delivery by May 31 following each fiscal year, accounting and reporting guidance, assistance responding to GFOA comments, and presentation of audit results to the Commission. Proposals must include firm and personnel qualifications, governmental and water-utility experience, references, litigation or regulatory-action disclosures, engagement staffing and schedule, and a fixed-fee cost proposal. The total proposal, including the cover page and table of contents, is limited to 25 pages. Short-listed firms must provide a certificate of insurance meeting the stated professional liability, general liability, automobile liability, workers’ compensation, and employers’ liability requirements.
