Description
The Housing Authority of Baltimore City is soliciting bids from qualified, licensed construction contractors to supply and install exterior and interior concrete flatwork at various sites. The scope includes demolition and disposal of sidewalks, slabs, and concrete or roadway; installation of interior slabs, exterior flatwork, standard footways, curbs, gutters, ramps, and steps; compacted CR6 sub-base; concrete finishing; exposed aggregate finishing; and welded wire fabric. Quantities are estimates, and bidders must verify square footage. The contract will be awarded as a firm-fixed-fee contract to the lowest responsive and responsible bidder, with the possibility of single or multiple awards. Brokers, agents, intermediaries, and firms that do not perform the construction work with their own workforce are ineligible. The successful bidder must comply with specified insurance requirements, Section 3 obligations, applicable Davis-Bacon labor standards, and the required debarment certification. A Section 3 Compliance Plan and First Source Hiring Agreement are required with the bid; the Section 3 benchmark is at least 25% of total labor hours by Section 3 workers, including 5% by targeted Section 3 workers.
