Description
The U.S. Merit Systems Protection Board is soliciting a firm-fixed-price contractor to replace and install HVAC equipment serving its computer server room. The work includes furnishing, delivery, installation, testing, commissioning, and startup of three computer-room air-conditioning units, rooftop dry coolers, pump packages, piping, valves, supports, electrical connections, controls, monitoring interfaces, condensate drainage, and related components. Existing equipment may require removal and disposal, including refrigerant recovery in accordance with applicable EPA requirements. The updated specifications identify existing Liebert and Mitsubishi equipment and associated rooftop units and pumps. The contractor must provide technical and management approaches, a quality-control plan, key-personnel information, pricing, and past-performance information covering at least three relevant projects completed within the past three years. The technical quote is limited to 30 pages, excluding resumes and business-introduction information, and must be legible, double-spaced, in at least 12-point font, with one-inch margins. The work is to be performed during normal business hours. The solicitation uses a cascading order of precedence among eligible SDVOSB, VOSB, HUBZone, EDWOSB, WOSB, 8(a), small-business, and other-than-small-business concerns, subject to adequate competition at each tier.
