Description
The Bureau of Justice Assistance is soliciting applications for the FY 2026 Second Chance Act Community-Based Reentry Program. Grant-funded projects must provide mentoring and other transitional services to adults returning to communities from adult correctional facilities, with priority service for individuals assessed as having moderate to high risk of recidivism. Services may be delivered before release, after release, or both, and may include risk assessment, educational and vocational services, substance-use and mental-health services, mentoring, family reunification support, service coordination, and transitional employment strategies. Eligible applicants include federally recognized tribal governments, government entities, and nonprofit organizations. Awards may be up to $1,000,000 for a 36-month period beginning January 1, 2027; the program anticipates approximately 13 awards and up to $12,500,000 in total funding. Applications require a proposal narrative, budget, partnership memorandum of understanding with correctional agencies, timeline, mandatory chief executive assurance regarding recidivism data, and required federal application forms and disclosures. The proposal narrative is limited to 10 pages and must be double-spaced, use 12-point font and one-inch margins, and include numbered pages.
