Description
El Paso Water seeks a qualified firm to provide unarmed security services across its water, wastewater, administrative, laboratory, education, stormwater, and other operational facilities. The scope includes approximately 53 security officers across multiple sites and shifts, with the ability to scale staffing as needs change; an account manager and field supervisor; relief staffing; and optional additional guard hours. Services include access and visitor control, foot and vehicle patrols, alarm and incident response, surveillance and communications monitoring, reporting, and coordination with utility security staff and emergency responders. The contractor must provide qualified, licensed personnel, screening and training, uniforms, communications equipment, vehicles for designated management roles, and a secure workforce-accountability and guard-tour software platform. Proposals must address qualifications and comparable experience, staffing and relief plans, management and quality assurance, technical approach, technology, and pricing. The contract is for one year, with up to four additional one-year extensions by mutual agreement and a possible extension of up to six months.
