LAS VEGAS-CLARK COUNTY LIBRARY DISTRICT REQUEST FOR BID PROPOSALS NO. 27-02 SECURITY OFFICER SERVICES Scope: The Las Vegas-Clark County Library District is soliciting Bid Proposals from qualified and experienced security officer services companies to provide professionally trained, armed and unarmed, uniformed security officer services on a scheduled basis, roving patrols, and for special events. BID PROPOSAL DOCUMENTS will be available beginning Monday, October 19, 2026, at 12:00 p.m. (PST): Internet: Visit the Nevada Government eMarketplace (NGEM) website at www.ngemnv.com, BID NO. 27-02, in the list of current solicitations. Email: Request documents by sending an email to PURCHASING @thelibrarydistrict.org. Provide the RFP number, company name, address, contact person, email address, and phone number. The Las Vegas-Clark County Library District uses an online bidding system to both download bid documents and for the submittal bids electronically. Visit the Nevada Government eMarketplace at www.ngemnv.com to view and download the bid documents. PRE-BID CONFERENCE: A Pre-bid Conference will be held on Monday, October 26, 2026, at 10:00 a.m. (PST) in the Service Center, Meeting Room 2, 2nd Floor of the Windmill Library and Service Center, 7060 W. Windmill Lane, Las Vegas, Nevada 89113. The purpose of the Pre-Bid Conference is to review and discuss the specification documents for the Request for Bid Proposals. BID ACCEPTANCE AND BID OPENING: Responses will be accepted via the NGEM system on or before Friday, November 13th, at 2:00 p.m. (PST). Description
The Las Vegas-Clark County Library District seeks one qualified, licensed, and insured contractor to provide uniformed armed and unarmed security officers at multiple library branches. The work includes scheduled officer coverage, three dedicated armed roving patrols seven days per week, and additional security for special events. Officers will support patron and staff safety, patrol facilities and surrounding areas, respond to incidents, enforce District policies, and document shift activity. The contractor must also provide a full-time account manager and an operational guard-tour and security-management system, including officer-facing mobile tools, patrol tracking, checkpoint verification, incident reporting, and a management portal. Proposals must include a detailed response addressing the contractor’s experience, staffing, training, operating procedures, uniforms and equipment, and transition plan, along with six recent client references, required business and private patrol licenses, and the specified ownership, insurance-acknowledgment, and pricing forms. The contract is for one year beginning March 1, 2027, with up to four one-year extensions at the District’s option.
