Description
El Paso County seeks an independent consulting firm to assess the Sheriff's Office across three separately priced areas: detention operations, law enforcement operations, and administrative and support services. Detention operations are the highest priority and include both detention facilities. The assessment will examine operations, staffing and deployment, workload, organizational structure, resource use, efficiency, benchmarking, future needs, and facility utilization, and provide data-supported findings, recommendations, staffing scenarios, fiscal implications, and implementation roadmaps. Each assessment area may be awarded independently. Proposals must include a separate technical approach, staffing plan, schedule, assumptions, and not-to-exceed cost for each area, plus a bundled price for the complete project. The response also requires references and specified questionnaires, certifications, and forms. The anticipated full engagement is approximately four to six months; respondents may propose an alternative schedule.
