Description

The Army seeks up to five small-business vendors for multiple-award blanket purchase agreements covering recurring portable sanitation services. The contractor will furnish portable latrines and hand-wash stations and provide delivery, placement, setup, anchoring, scheduled cleaning and pumping, sanitization, restocking, relocation, repair or replacement, emergency service, waste disposal, and pickup. Units must meet specified serviceability and wind-resistance standards, and waste must be disposed of at approved facilities. The work supports military training and field exercises at Fort Bliss and associated training areas in Texas and New Mexico; individual calls will specify locations, quantities, service frequency, and performance periods. The anticipated ordering period is five years, from November 23, 2026, through November 22, 2031, subject to adjustment if award is delayed. The aggregate ceiling across the agreements is $6.5 million, and no individual call may exceed $1 million; neither the agreements nor the solicitation guarantee work or minimum spending. Quotations must include a completed SF 1449, administrative information and representations, a technical volume of no more than five pages, unit pricing for all line items, and acknowledgment of the BPA terms or identification of exceptions. The technical volume must address service capability, equipment and surge capacity, mobilization, operating approach, and two examples of recent and relevant portable sanitation experience. The solicitation also requests Safety Data Sheets for proposed chemicals.
