Description
The contractor will furnish labor, equipment, and materials to clear, grade, and perform earthmoving for an approximately 50-acre development site, including installation of stormwater management facilities, to deliver a pad-ready site. Work includes geotechnical oversight, earthwork compaction testing and observations, erosion-control monitoring and recordkeeping, and preparation of certified as-built plans in accordance with Virginia Department of Environmental Quality standards to support obtaining a Notice of Termination. The specifications also address rock excavation and blasting, soil and pond-liner requirements, erosion and sediment controls, and site restoration. The bid package requires a signed bid form, bid security equal to 5% of the bid, and a completed receipt-of-addenda form. The qualification statement and contractor financial statement may be requested during evaluation but are not required with the bid. The successful bidder must provide 100% performance and payment bonds and insurance after award. The work is to reach substantial completion within 12 months after the contract times begin; final completion is due within 90 calendar days after substantial completion.
