The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility intends to award a stand-alone firm-fixed-price contract for maintenance, repair, and preservation of the IX-551 barge. The 260-foot steel barge has an 85-foot beam, an 8-foot 6-inch draft, and a full displacement of 3,070 long tons. The contractor's facility must be capable of accommodating the asset and must be located in the defined Puget Sound region, extending from Olympia to Bellingham, Washington. The scope includes coordinating delivery and return of the barge; docking and undocking; exterior washing and cleaning; blasting and preserving exterior hull surfaces, including the underwater body, freeboard, moon pools, and bulwarks; inspecting and air-testing underwater skegs; hull and tank/void inspections; replacing zinc anodes; shifting the barge on blocks for complete underwater-hull preservation; applying non-skid coatings to specified decks; opening, pumping, ventilating, gas-freeing, cleaning, testing, and partially preserving 24 tanks; preserving tank/void manhole covers; servicing rubber fenders; inspecting pumps and overboard discharge valves; installing new manhole gaskets and fasteners; and completing final inspections. The barge will be ready for pickup on or after April 1, 2027. This is a full-and-open competition, and offerors must be registered in the System for Award Management.
