Description
The Department of the Air Force is soliciting a firm-fixed-price quote for removal of existing carpet and installation of approximately 5,800 square feet of new commercial carpet tile in Building 145 at Joint Base San Antonio-Fort Sam Houston. The scope includes all materials, labor, equipment, standard floor preparation, adhesive scraping, minor patching, replacement of 4-inch rubber or vinyl cove base in carpeted rooms, and replacement of damaged transitions or quarter-round trim. The specified baseline product is Mohawk Group SwitchCode Umpteen (BT594), color Charlie, or an approved equal. Or-equal proposals must include manufacturer technical data sheets and warranty certifications; color samples for carpet and coordinating cove base require government approval before ordering. The contractor must move, lift, or disassemble and reassemble 11 standard systems-furniture workstations and a larger office area to achieve complete floor coverage. Government personnel will remove personal belongings and desktop IT equipment and disconnect and reconnect electrical, data, and IT systems. Work may be continuous or phased by floor, with phased execution preferred, and total installation is expected to take no more than 2–4 weeks. The contractor must provide and remove construction debris using an on-site dumpster if desired, but final waste disposal must occur off the installation. Service Contract Act labor standards apply, and the acquisition is a total small-business set-aside subject to a 50% or more small-business subcontracting limitation.
