Description
The Port of Houston Authority (PHA) is issuing a Request for Qualifications (RFQ) to identify a vendor to provide planning support services for master plan updates for its facilities and properties. The updated master planning program aims to evaluate each facility individually and as part of an integrated port-wide operating system, enabling PHA to develop realistic, actionable, and coordinated planning recommendations that support long-term capacity, operational efficiency, infrastructure investment, and strategic growth. The selected respondent(s) will be comprised of highly qualified professionals with demonstrated experience in port, maritime, industrial, transportation, logistics, real estate, and infrastructure master planning. Services may include program mobilization, data collection, stakeholder engagement, operational assessments, capacity analyses, development of planning alternatives, evaluation of utilities and infrastructure, coordination with waterside planning, environmental and regulatory screening, and preparation of planning-level cost opinions and implementation roadmaps. Key evaluation criteria include relevant experience and past performance (25%), key personnel, team organization, and availability (25%), technical approach and understanding of the work (35%), project management, communication, and quality control (10%), and responsiveness, compliance, and other benefits (5%).
