Description
Ramsey/Washington Recycling & Energy is soliciting engineering services in two categories: general engineering services supporting strategic and programmatic efforts, and engineering services specific to the Recycling & Energy Center. Proposers may submit for one or both categories, and the agency may award one contract covering both areas or two separate contracts. The scope includes solid waste management research and evaluation; food scraps and other upstream program support; communication, facilitation, education, and engagement; future processing and sorting technologies; sustainable materials marketing and end uses; policy and planning; odor control and monitoring; waste delivery and materials marketing; capacity and data management; procurement assistance; processing equipment and construction assistance or oversight; permitting and reporting; and operational support. The contract is expected to have a three-year term with two one-year renewal options. The addendum changes the proposal deadline to September 9, 2026, at 4:00 PM CST and requires addenda to be acknowledged on the Cover Page; failure to acknowledge may result in rejection.
