The City of Woodbury is seeking proposals from a qualified firm to conduct a comprehensive water and sanitary sewer rate study. The work includes evaluating methods for charging municipal utility users, alternative rate structures, cost allocations, funding approaches, and operating assumptions, with attention to water conservation and long-term financial sustainability. The selected firm will help City staff understand the policy and financial implications of the alternatives and frame key policy questions for City Council consideration. The study will address rate distribution between residential and commercial customers and review the City's existing conservation-oriented water-rate tiers.
