Description
Metropolitan State University seeks a contractor to provide comprehensive snow removal and deicing services for its Saint Paul Campus. The scope covers parking ramps, parking lots, roads, service roads, sidewalks, walkways, stairways, building entrances, and exterior plaza areas, including labor, equipment, supervision, transportation, snow hauling, and deicing materials. Services must be performed throughout each winter season from October 15 through April 15, with plowing triggered at one inch of accumulation and pedestrian-area clearing triggered at one-half inch. The contractor must maintain safe and accessible campus operations, meet specified clearing deadlines, respond to University service calls within 30 minutes, remove snow from the site within 24 hours when required, provide seasonal salt buckets and onsite bagged deicing material, and use environmentally responsible products approved by the University. Rock salt is prohibited. Proposals are evaluated on company profile and staffing, operational approach, cost/value, and equipment and technology. Responders must provide Midwest references, an operational plan, storm-response and contingency procedures, equipment details, weather-monitoring and dispatch technology information, and Smart Salting certification information. A mandatory pre-bid meeting is required, and submissions must be made through Minnesota State's e-procurement system.
