Description
The University of Minnesota is seeking architectural and engineering professional design services for Phase 1 of the northeast corridor district chilled-water project on its St. Paul campus. The selected A/E team will extend district chilled-water infrastructure generally along Dudley Avenue between Gortner Avenue and Lindig Street, connect existing facilities to the district system, and perform associated in-building mechanical modifications. The scope includes verification of loads and existing conditions; design of chilled-water mains, branches, valves, controls, equipment interfaces, and future expansion provisions; and coordination of civil/site restoration, limited electrical duct-bank improvements, new OIT/fiber infrastructure, and traffic and parking needs within the excavation limits. The team must deliver a coordinated, constructible design covering mechanical, civil, electrical, OIT/fiber, traffic, and site-restoration requirements, including schematic design, design development, construction documents, and procurement/construction administration services. The project includes four anticipated branch-line sets serving existing facilities, with building-specific work ranging from future tap-offs to equipment replacement and modifications. The Owner's Project Requirements identify chilled-water HDPE distribution piping, connections to multiple campus buildings, redundant heat exchangers, coordination with steam, water, sewer, and electrical utilities, erosion and sediment control or SWPPP planning as applicable, commissioning support, documentation, quality control, and design for future chilled-water loop expansion. The estimated construction cost is $1,300,000, and the selected respondent will propose a fixed lump-sum design fee. Required proposal materials include the RFP Cover Page and Declaration, Respondent Team Qualifications, Project Work Plan, Project Schedule, and Project Fee attachments; the Project Work Plan is limited to seven pages. Construction documents for exterior work must be complete by December 31, 2026, with construction anticipated to begin in spring 2027.
