Description
The City seeks a consulting engineering firm to design replacement load centers 5, 6, and 7 at its power plant. The design includes removal of existing equipment; new load center housing and breakers with automatic motorized racking; control circuits with remote and local operation; integration with the plant's electrical systems, Emerson Ovation DCS, and OSI monarch SCADA; and an arc flash study. The design must be prepared and stamped by a professional engineer licensed in Iowa, and the plans and specifications will support public bidding for equipment purchase and installation. The scope also includes electrical evaluation and preliminary design, outage-minimizing replacement scheduling, final plans and specifications, probable construction cost estimates, bidder inquiry responses and bid review support, and construction-phase services such as shop drawing review, pay request and change order review, meetings, and milestone inspections. The proposal must include a technical response and a separate fee response with a detailed task-level cost breakdown and a not-to-exceed total. The technical response must address the firm's approach and qualifications, key personnel and resumes, at least three similar completed projects from the past five years with references, and a project completion timeframe. The fee proposal must provide a fixed price for the scope, with construction-phase services paid hourly on a not-to-exceed basis.
